hirejou tenne 鰭状天衣

Also hiregata tenne 鰭形天衣. Lit. fin-shaped heavenly scarf. A long, ornamental scarf (see *tenne 天衣) seen on Buddhist figures. It is draped around the shoulders or arms, and falls symmetrically, jutting out to the right and left like the fins of the fish. Often found on Asuka period sculpture. A good example is *Guze Kannon 観音 in Houryuuji *Yumedono 法隆寺夢殿, Nara.
